SK Hynix, the world’s second-largest chipmaker, said it was looking to raise up to $29.4bn on America’s Nasdaq exchange. Also, a federal judge barred Donald Trump from requiring proof of citizenship to register to vote, after several states sued him over an executive order seeking to change election rules.
