Charles Mitchell is the President and Chief Executive Officer (CEO) for the Commonwealth Foundation. Charles grew up in the Philadelphia suburbs in a family of railroaders, teachers, and small business owners. He is a graduate of Pennsylvania’s public schools, Bucknell University, the Koch Associate Program, and the Claremont Institute’s Publius Fellowship. Charles first became associated with the Commonwealth Foundation when he was a college newspaper editor under attack for defending free speech. He became a Commonwealth Foundation investor in 2006, joined the staff as Chief Operations Officer in 2010, and became CEO in 2016. During that time, he has been honored with the State Policy Network’s Overton Award and the Heritage Foundation’s Distinguished Intern Alumni Award and recognized as one of City & State Pennsylvania Forty Under 40 Rising Stars.

Justice Clint Bolick was appointed to the Arizona Supreme Court in 2016 and in 2018 was retained by the voters for a six-year term. Prior to joining the Court, Justice Bolick litigated constitutional cases in state and federal courts from coast to coast, including the U.S. Supreme Court. Among other positions, he served as Vice President for Litigation at the Goldwater Institute and as Co-founder and Vice President for Litigation at the Institute for Justice. He has litigated in support of school choice, private property rights, freedom of speech, and federalism, and against racial classifications and government subsidies. Justice Bolick received his J.D. from the University of California at Davis, and his Bachelor of Arts degree from Drew University. Justice Bolick has written a dozen books and hundreds of articles. Among his most recent books are Immigration Wars: Forging an American Solution, co-authored with former Florida Governor Jeb Bush; and David’s Hammer: The Case for an Activist Judiciary.

Previously, he was an economist at Texas Public Policy Foundation, an economic consultant for FreedomWorks, and has taught courses ranging from labor economics to money and banking. Antoni holds master’s and doctoral degrees in Economics and frequently speaks at colleges and financial institutions.

Oklahoma State Superintendent Ryan Walters taught eight years as a high school history teacher in his hometown at McAlester High School. During his time at MHS, Walters taught Advanced Placement courses in World History, U.S. History and U.S. Government. He also taught on-level history classes, special education classes and Advancement Via Individual Determination (AVID) classes. The Oklahoma State Department of Education named Walters as an Oklahoma Teacher of the Year Finalist in 2016. Previously, Walters was appointed as Secretary of Public Education for the State of Oklahoma by Governor Kevin Stitt in September of 2020 where he oversaw various agencies, boards and commissions, including the State Board of Education, College and University Boards of Regents or Trustees, Office of Educational Quality and Accountability and the State Board of Career and Technology Education.

Victor Riches is the President and CEO of the Goldwater Institute. Prior to joining the Institute, Victor served as Arizona Governor Doug Ducey’s Deputy Chief of Staff for Policy and Budget, where he was responsible for the formation and passage of all of the Governor’s major policy objectives as well as the state’s budget. While working for the Governor, he developed and passed into law legislation to protect the sharing economy and restrict the power of unelected bureaucrats. Victor also crafted and negotiated Arizona’s first balanced budget in nearly a decade.
