Connecticut Nonprofit Misuses Energy Assistance Funds

Connecticut Nonprofit Accused of Misusing Federal Funds for Low-Income Energy Assistance; State Demands Immediate Changes State officials in Connecticut are demanding major changes at New Opportunities Inc., a nonprofit based in Waterbury, after the group admitted to using federal funds meant for low-income energy assistance to cover holes in its operating budget. The trouble came to light when a $1.5 million check to utility giant Eversource bounced last week. The state Office of Policy and Management has laid out three immediate fixes, including a fiscal intermediary to handle the nonprofits money, an independent audit of all their finances and programs, and the removal of any executives who didnt keep funding on track. New Opportunities serves Waterbury, Meriden, Torrington, and twenty-seven other communities, and helped about 48,120 people with heating aid last year. This isnt their first run-in with financial issues, as they diverted millions in similar funds in 2016 due to cash flow issues.
