Speaking after Sweden seized a ship suspected of damaging a data cable in the Baltic Sea, Paasikivi belives Swedish authorities are sending a message to Russia that the costs of causing damage in the Baltic are increasing:

\"I think that we're starting, in a better way, to lay the entire jigsaw puzzle,\" he says.

\"We have to connect this to, what I believe at least, is Russian hybrid warfare, which is in all domains from space, cyber, air, ground, sea and subsea, in order to see what are the possible desired effects from Russia. And how do we counteract these?

\"And I think that the latest decisive acts by the Swedish authorities are very good because, as the police say, they do send a message.\"
