Gary Mar, president and CEO of the Canada West Foundation, says it's time to move beyond the threat of Alberta separation and pursue meaningful reforms to how Confederation works. The former Alberta cabinet minister and diplomat argues that much of his proposed “constitutional workplan” could be achieved without formally amending the Constitution. He joins Alberta Edge to discuss where Ottawa and the provinces can find common ground, why cooperative federalism matters, and what it will take to turn political promises into lasting change.
