In 1977, a US Senate hearing confirmed that the American military had been secretly seeding clouds over Vietnam for a decade. The program was called Operation Popeye. Its existence had been classified. Its goal was to extend the monsoon season and flood enemy supply lines. It worked. And when it came out, the government's position was essentially: yes, we did that, and no, we won't be discussing what else we've done since.
