Without commissioners, the agency can still distribute election funding to states, but some of its functions will be impacted,&nbsp;<a href=\"https://www.readtangle.com/r/cd70bb1d?m=c128382d-3df4-42e5-be0b-357e72caf266\" rel=\"noopener noreferrer\" target=\"_blank\"><u>such as</u></a>&nbsp;establishing new programs or carrying out the appeals process for decertified voting systems. President Trump has not indicated whether he plans to nominate replacements.
