He has written widely on terrorism by both states and their opponents, including the book&nbsp;<a href=\"https://global.oup.com/academic/product/killing-strangers-9780198863502\" rel=\"noopener noreferrer\" target=\"_blank\"><em>Killing Strangers: How Political Violence Became Modern</em></a>&nbsp;published by Oxford University Press in 2020.
