Following detailed reporting in the Wall Street Journal, Carney denied that Canada was seeking membership in the EU.
Days later, President of the European Commission Ursula von der Leyen announced that Canada was in fact being considered for associate membership.
Why did Carney and government sources initially deny the story? And should Canadian media hold him accountable for misleading the public?
