The FDA prohibits the use of arsenic in rat control products, but allows it to be included in candy specifically targeted to children.
Some toxic levels are so high that a child could only have a few pieces a year. For example, a child under the age of 12 can only have 6 Jolly Ranchers per year to avoid risk of arsenic poisoning. Or, can only have 48 Skittles.
