Coalition Against Sexual Assault","description":"<p>On this episode, our guest is Michelle Carroll, Director of Campus Projects at the <a href=\"http://nyscasa.org/\">NYS Coalition Against Sexual Assault</a>.  In May 2017, Governor Cuomo signed into law New York's groundbreaking <a href= \"https://www.health.ny.gov/prevention/sexual_violence/enough_is_enough.htm\"> \"Enough Is Enough\"</a> Law, <a href= \"https://www.nysenate.gov/legislation/bills/2015/s5965\">NY Education Law Title 129-B</a>,  and the <a href= \"http://www.highered.nysed.gov/ocue/documents/Article129-BGuidance.pdf\"> guidance the law offers</a>, which requires that all colleges and universities in New York adopt a set of comprehensive procedures and guidelines related to domestic violence, dating violence, stalking and sexual assault, to ensure the safety of all students attending colleges in the state.</p> <p>Michelle speaks about her work implementing the law in college campuses across New York State, responses from advocates and its impact on students so far.  In our conversation, Michelle also addresses about <a title=\"Title IX\" href= \"https://www.knowyourix.org/college-resources/title-ix/\" target= \"_blank\" rel=\"noopener\">Title IX</a>, implications on its enforcement given <a title= \"Department of Education's interim guidelines\" href= \"https://www.nbcnews.com/news/us-news/devos-change-title-ix-guidance-sex-assault-investigations-prompts-suit-n812521\" target=\"_blank\" rel=\"noopener\">Department of Education's interim guidelines</a> under <a title=\"Secretary of Education, Betsy Devos\" href=\"https://www.youtube.com/watch?v=pLNaGOvtI0Y\" target=\"_blank\" rel=\"noopener\">Secretary of Education, Betsy Devos</a>, and <a title= \"responses from parents of accused sexual assault assailants\" href= \"https://www.nytimes.com/2017/10/22/us/campus-sex-assault-mothers.html\" target=\"_blank\" rel=\"noopener\">responses from parents of accused sexual assault assailants</a>.   Here is the \"<a title= \"Dear Colleague Letter\" href= \"https://drive.google.com/open?id=1F2Ktx9ayvNhoymhVq8Mmi-opDQyEIWNC\" target=\"_blank\" rel=\"noopener\">Dear Colleague Letter</a>\" that the Department of Education issued in September 2017, withdrew previous Obama-era issued guidance, effectively lowering the evidentiary standard for campus sexual assault investigations and rescinding the sixty day time limit to complete investigations.  Our conversation also included reflecting upon rape and sexual assault in general,  <a title=\"student protests of case mishandlings\" href= \"http://www.phillyvoice.com/swarthmore-college-students-sit-in-dean-office-protest-sexual-assault-mishandlings/\" target=\"_blank\" rel=\"noopener\">student protests of case mishandlings</a>, #MeToo
